Why did you pick the Third Line and Dundas location? Who is overseeing the project? What has been accomplished so far? What are the next steps? When will construction begin? Who is helping the new Hospital take shape? Q: Why a new hospital on a new site? A: While planning for future hospital services, we carefully considered how best to provide quality care for our community and optimize the available services. Over OTMHs nearly 60 year history the Hospital has undergone many expansions and renovations which have resulted in a fragmented building that cannot be effectively expanded, renovated or regenerated. Planning specifications have changed over the years as has technology, equipment and patient expectations. The current site has structural barriers to implementing modern technologies and no room left for long-term regeneration. We have also run out of land given that we are currently situated on 10-acres of land in an established residential area. There were four comprehensive reports conducted to address the options available to HHS for the future. The reports were: A Regional Hospital Infrastructure Plan for Halton and Peel conducted by the Halton-Peel District Health Council Assessment of Planning Options conducted for Halton Healthcare Services Financial Analysis to Compare New Hospital with Redevelopment conducted for Halton Healthcare Services Halton Healthcare Services Facility Redevelopment Plans, including the Financial Analysis of a New Single Hospital versus Two Site Model conducted for Halton Healthcare Services. A: The ultimate size of the Hospital will not be known until we have finished our negotiations with the Ministry of Health and Long-Term Care. During the planning process we have been developing plans that will accommodate the hospital visits and activity that is expected in the years 2013/14. We have projected these volumes to the years 2018/19 and beyond. We are currently working with the Ministry of Health to determine what departments will be built with added capacity to allow for future expansions. Current best estimates at this time indicate that the square footage of the new Hospital will be much larger, compared to the current Hospital which is approximately 450,000 sq. ft. Q: How many beds will the new Hospital have? A: We are still negotiating the details of the Functional Program with the Ministry of Health and Long-Term Care. Will equipment be transferred to the new site? How will donations made to the current Hospital be recognized at the New Oakville Hospital? Q: Why does Oakville need a new hospital? A: Oakville-Trafalgar Memorial Hospital has no more capacity to grow or change. To effectively respond to future developments in medical practice and community expectations for convenient, timely care would require a larger, more modern facility. An infrastructure that is almost 60 years old and the lack of available land to expand on the existing site are significant factors in the decision to relocate. Patient room size and the ability to incorporate new technology in limited space has also contributed to the decision. There have been numerous studies conducted that support the expansion and relocation of the Hospital. In January 2003, the Halton-Peel District Health Council issued a report entitled A Regional Hospital Infrastructure Plan for Halton and Peel that strongly recommended a new replacement hospital in north Oakville to accommodate the high rate of growth and to replace the lack of capacity and poorer, aging infrastructure at the existing site. Q: What will happen to the current Hospital? A: There have been no formal discussions regarding the future use of the current Hospital site as the focus to-date has been on the extensive planning activities associated with the new Hospital. It has however, been determined that the existing site will not be used for any acute care hospital services. The      ");

Will the community be asked to support the Hospital financially? How will the Hospital raise the funds for the Local Share Plan? Q: How much will the new Hospital cost to build? A: Cost estimates of the project will not be available until the size and scope of the project is finalized. We are still negotiating with the Ministry of Health and Long-Term Care about details regarding bed numbers, square footage, and programs, all contributing factors to the costing of the project. In the best interest of the project, providing an estimate is premature and could jeopardize the competitive procurement process. We want to obtain the most favourable proposals from future bidders and providing an estimate could undermine that opportunity. Q: How will the project be financed? A: Financing for the new Hospital will follow the governments Alternative Financing and Procurement Model (AFP). Under this new model of financing, the private sector is responsible for the design, construction, financing and maintenance of the project. We will pay for the project over a 30-year term, a bit like paying a mortgage. The hospital will remain publicly owned, publicly controlled and publicly accountable. Q: What is the Alternative Financing and Procurement Model (AFP)? A: AFP is an innovative way of financing and procuring large public infrastructure projects. The intent was to relocate and expand the existing hospital, which originally opened in 1950, with a new state-of-the-art facility. With government approval received, Halton Healthcare Services set out to begin the planning process for the new hospital. A completion date was set for 2013. For some this date seemed very far in the future, but HHS officials knew they needed to start right away if the hospital was to be built on schedule. In November 2006 Bill Bailey joined HHS as the new Vice-President, Redevelopment. A new redevelopment office was established to oversee the planning and development of the New Oakville Hospital as well as other capital projects at HHS hospitals. The office soon became a hub of activity as it took on new staff members and consulting firms were brought on to undertake various tasks. With planning and design well underway, the next issue to be addressed was where the new hospital would be located. On March 8, 2007, Kevin Flynn, MPP Oakville, paid a visit to OTMH to announce the governments intent to transfer 50-acres of land to Halton Healthcare Services for the purpose of building the new hospital. This land was located at the North West corner of Third Line and Dundas Street in Oakville. This was great news for HHS. Not only was the land of adequate size for the new hospital it was transferred to the organization for a nominal fee. On December 10, 2007, MPP Flynn, was joined by representatives from Halton Healthcare Services and the Oakville Hospital Foundation to unveil the government      ");

To facilitate this participation, Halton Healthcare Services (HHS) has established regular update sessions to provide interested members of the community with a forum to learn more about the project. In April 2007 HHS hosted an update session for individuals who had participated in our Patient-Centred Community Design focus groups. Attendees were presented with the findings of those focus groups along with an explanation of how their input would impact the project. The update also provided a forum for people to ask the project management team questions related to the new hospital. Since that time, the new hospital project has been progressing rapidly. HHS is on the verge of submitting the Master Plan and will be moving on to the next phase of the project -- schematic design. HHS felt it was time to provide the community with another update about what has been going on and what the next steps in the project will be. At the second Community Update Session, held on Wednesday, October 3rd, participants heard from representatives from Stantec Architecture, the architectural team working on the project as well as presentations on traffic flow planning and landscape architecture in and around the future facility. At the conclusion of the session participants were given the opportunity to address a panel of professionals who are working on different aspects of the New Oakville Hospital project. Look for the next issue of this newsletter when we will publish some of the questions and answers that were raised at the session. The land the government has provided is the foundation for the building of a new hospital for the people of Oakville. Our government is making much-needed improvements to Ontarios infrastructure at an unprecedented rate, said Minister of Public Infrastructure Renewal, David Caplan. These projects are part of the McGuinty governments 30-billion plus infrastructure investment to modernize public infrastructure while ensuring value for taxpayer dollars. These projects are an essential part of our governments plan to renew hospitals and lower emergency room wait times in the local community and across the province, said Deputy Premier and Minister of Health and Long-Term Care, George Smitherman. Once complete, this new hospital will improve access to important health services so that Oakville residents will get the care they need, when they need it. The new, state-of-the-art facility will provide improved service, as well as reduced waiting times, more beds and a full range of health services including acute care, obstetrics and paediatrics, surgical care, mental health programs and complex continuing care. This is a very exciting project for our organization and our community. The sign will be the most       ");
